West Cecil Health Center Welcomes Chief Medical Officer and Psychiatrist

New hires bring healthcare expertise to Cecil, Harford, and nearby counties

(Conowingo, Md.) West Cecil Health Center (WCHC) welcomes two new team members, Dr. Mozella Williams, Chief Medical Officer (CMO), and Dr. Caitlin McFarland, Psychiatrist. WCHC provides compassionate and comprehensive primary and specialty healthcare services for residents in Cecil County, Harford County and other nearby areas in Maryland and Pennsylvania.

“After an extensive national search, we are pleased to welcome these two talented medical professionals to our team,” comments John Ness, President & CEO. “Each brings a personal commitment to affordable and high-quality community healthcare. The addition of these physicians to the WCHC team has expanded our ability to provide excellent primary and psychiatric care to our patients.”

Dr. Mozella Williams, M.D., MBA, Chief Medical Officer

Mozella Williams has a special passion for serving rural populations and is committed to addressing healthcare inequality. “I grew up in rural Iowa, so I have a first-hand understanding of how the disparity of services in rural communities affects underserved populations,” comments Williams. “I am delighted to serve in a leadership role in an organization that bridges the gap in healthcare availability.”

Williams brings 13 years of healthcare experience to her new role as CMO, where she splits her time evenly between primary patient care and healthcare leadership. She supervises the clinical department to ensure that WCHC delivers positive patient experiences and an exceptional quality of care.

Previously, Williams served as an Assistant Professor and the Associate Director of Medical Student Education at the University of Maryland School of Medicine. She attended Morehouse School of Medicine and completed her residency at the University of Maryland, where she also received a Master in Business Administration. She has enjoyed a career in both academics and innovative, integrated nonprofit primary care.

Dr. Caitlin McFarland, M.D., Psychiatrist

Caitlin McFarland serves as an adult psychiatrist with professional interests in mental health education and advocacy, mental health in transgender and LGBT populations, and managing psychopharmacology in medically complex cases. She treats a wide range of mental health disorders in the outpatient setting, including psychotic, affective, anxiety, and substance abuse in patients ages 15 years and older.

McFarland also works as an instructor at Johns Hopkins University in the Sex and Gender Clinic in the Department of Psychiatry. She lectures on topics including sexual dysfunction and gender identity, conducts research on experiences of violence in gender minorities and writes blog articles for the Center for Transgender Health

“In addition to providing adult psychiatry outpatient treatment, I am excited to bring services for sexual orientation and gender minorities to northeastern Maryland,” remarks McFarland. She earned a B.S. in Biochemistry from Roberts Wesleyan College, attended the University of Vermont College of Medicine and completed a psychiatry residency at Johns Hopkins School of Medicine.
